Review for organisers

This page is for people who own a traffic plan or event plan and wait on a municipality. It explains who starts a review, what Comments shows for you, when the plan locks, and how you send it back after feedback. When you need this Use it when the municipality reviews inside Traffic Chart: statuses, map comments, and a dossier. You do not need it if they only want a Copy link view or an emailed PDF. Follow whatever process they publish. Share links: Create, organise, and share traffic plans. Event PDFs: Export an event plan. You cannot start the first in-app review. The municipality does. Comments is that review panel. On an event plan it sits in the right-hand strip next to Objects, Areas, and Lines & Routes. It is not a sticky-note pad. There is no separate Texts-style notes tab for review. Every status string and comment tool: Comments and review status. How the first review starts 1. Finish the drawing. Save. 2. Give the municipality a way to open the plan (their procedure, or Copy shareable link). 3. They click Start review session. 4. The plan locks. You see the Submitted card below. Until they start that session, Comments may show Ready to submit? — The municipality has not placed comments yet. Submit your plan through the municipality procedure. For participating municipalities, sharing the plan link is often enough, or you can share a PDF export. Buttons: Copy shareable link and Export plan. Toast after a copy: Link copied to clipboard. If the municipality is not connected: Municipality not connected yet — Your municipality does not participate in Traffic Chart yet. Submit your plan through the standard procedure on the municipality website. The first Send review request is not yours to click. If you try anyway, the app can answer: Initial review requests are currently started by the municipality. Submit your plan through the municipality procedure first. Event plans: objects first Event review routing uses placed event objects only. Areas, lines, and text do not count. If Comments says Place event objects to start a review, the body is Add at least one event object so we can find the right municipality. Event areas, lines, and text do not count for review routing yet. Click Place event objects, put at least one object on the real site, then return. Without that, the municipality cannot attach the plan to their area. Traffic plans use the same idea with Place traffic objects to start a review / Place traffic objects. The Review status card (what you see) Open Comments. The heading is Review status. Use Refresh (or Refreshing) if the card looks stale. When a session is live, the card title and body depend on the status. These are the owner strings — the ones you see on your own plan. Submitted - Title: In review by municipality - Body: Your plan is locked while the reviewer looks at it. We will notify you when they respond. - Stage line, for example Currently with Events department or Currently with Traffic expert - Time line, for example Submitted 12 Aug 2026, 09:14 You are waiting. You cannot edit. A colleague who can open the plan but is not the reviewer sees In review — This plan is being reviewed by the municipality. That is the viewer card, not yours. Changes requested - Title: Changes requested - Body, when feedback has reached you: Update the plan based on the reviewer comments, then submit again. - Body, when Direct communication is off and Events has not forwarded yet: The traffic expert left feedback. The events department will forward it to you. - Time line, for example Updated 12 Aug 2026, 16:02 If a Reviewer message is stored, it appears under Reviewer message. Wait until Events uses Forward feedback to submitter if you still see the traffic-expert-forward sentence. Until then you cannot resend. If you try, the app can say Municipality feedback has not been forwarded to you yet. Rejected (shown as Review closed) - Title: Review closed - Body: The review was closed. The owner can make adjustments before sending a new request. You can still update and use Send for review. This round is finished. A new request is a new round. Approved - Title: Plan approved - Body: This plan has been approved. Further edits are disabled. - Time line, for example Approved 13 Aug 2026, 11:05 Header copy can also say This plan is locked because it has been approved. Event plans still use This event plan is locked and cannot be edited. for drawing tools. Approved plans cannot be resubmitted. The error is This plan is already approved and cannot be resubmitted. In-app Approved is not a legal permit by itself. The municipality may still have paper, fees, or conditions outside this app. Review progress Under the card, Review progress lists: 1. Submitted 2. Events department 3. Traffic expert 4. Outcome: Completed, or Approved, Rejected, or Changes requested when the round has finished On many event plans Traffic expert is skipped. Events can finish the review without forwarding. While the plan is locked Plan locked under municipal review — Review status and progress You should also see: - Currently with Events department or Traffic expert (on Submitted) - Current review request — Submitter, Plan title, Start date, End date, optional Description, Events department note, Traffic expert note - Messages from municipality (pins, arrows, rectangles). Closed marks a finished comment. Show on map jumps to it. After you handle a comment you can Close it. Header save is Plan is locked while under review. Drawing tools stay off. You can still read comments. Do not Duplicate to dodge the lock. A copy drops the review history. The municipality asked for this version. You also cannot Move a Personal plan under review into an organization. The plan menu says Under review — move unavailable. Copy is allowed if you need a separate organization version. Organisers do not get Open dossier. That file is for municipal staff. See Review dossier and copies. When they ask for changes 1. Read Messages from municipality and any Reviewer message. 2. When the plan unlocks, edit. Save. 3. Open Send for review. Body: Connect your plan to the right municipality or export if none are available. 4. Select the municipality reviewer for this plan. 5. Choose Municipality. 6. Add Message (optional) if you need to explain the update (placeholder Add context for the reviewer). 7. Click Send review request (or Sending...). Toast Review request sent. The plan locks again. You are back on In review by municipality. If no reviewer can be linked: We could not find a reviewer — Add a traffic object in the right municipality so we can link a reviewer, or export and share manually. Button: Export plan. Rejected (Review closed) uses the same Send for review path after you edit. What Approved means Plan approved means this drawing is accepted in Traffic Chart. Further edits are disabled. That lock is intentional: the reviewed file stays stable. Viewers can still open a share link read-only. If you must change an approved plan, ask the municipality how they want a new version. Do not assume you can unlock it yourself. What good looks like - You waited for the municipality to Start review session. - Event plans have objects on the site, not only zones and labels. - After Changes requested, you edited the same plan and used Send for review. - You did not move a plan that is still under review. - You treated Comments as review, not as a drawing tab. still — review dossier still — traffic expert dashboard This page is for municipal staff with review access: Events department and Traffic expert. Organisers do not start the first session. You do. Map comments (Pin, Arrow, Rectangle) exist only for the assigned Traffic expert on an open Submitted step. Events can still decide an event plan without those tools. When you need this Use it when your municipality reviews traffic plans or event plans inside Traffic Chart. Skip it if you only view a share link. That is read-only. It does not create a dossier. If your account is Events department or a traffic expert, Reviews appears in the top bar. The written file, suggestion copies, and Reviewed plans copies are Review dossier and copies. Routing switches are Municipality review settings. Open the inbox Review dashboard — My tasks and Municipality dossiers 1. Click Reviews. That opens Review dashboard. Subtitle: Track your tasks and municipal dossiers. 2. Tabs next to the heading: Review requests (this page) and Settings. 3. Work My tasks first. Description: Steps assigned to you that need attention. Empty: No active tasks assigned. 4. Use Municipality dossiers for history. Description: Traffic plans with review history in your municipalities. Empty: No dossiers found. Filter with All, Traffic plans, or Event plans. Search placeholder: Search by title, submitter, or UUID. On a row, Open plan is the map. Open dossier is the written file. Refresh / Refreshing reloads the lists. Table labels include Plan, Department, Status, Submitted by, Start date, End date, Updated, Actions. A plan with no session yet shows No dossier yet. A start-from-municipality row can show Started by municipality. A Forward feedback badge means Events still needs to send traffic-expert comments to the organiser (when Direct communication is off). Start a review session The organiser cannot send the first request. You start it from the plan. 1. Find the plan in Municipality dossiers, or paste the UUID in search. 2. Click Open plan. 3. Open Comments if it is not already open. Heading: Review status. 4. When you are assigned to that municipality, you see No active review session and Starting a review session will lock the plan for the owner until you update the status. 5. Click Start review session (or Starting...). Note under the button: You can only start a session if the plan contains at least one traffic object in a municipality you are assigned to. (Event plans need event objects.) The plan locks. The owner sees In review by municipality. You see Plan awaiting your review. Toast: Review session started. The Review status card (every string) Open Comments. The heading is Review status. The card changes by status and by who you are. Reviewer here means: you are assigned to the current step, or you were the person who just decided. Anyone else with the plan open is a viewer. Rejected (title is Review closed) - Title: Review closed - Body: The review was closed. The owner can make adjustments before sending a new request. Same title and body for organiser, reviewer, and viewer. Approved - Title: Plan approved - Body: This plan has been approved. Further edits are disabled. - Time line: Approved plus the date Same title and body for everyone. In-app Approved is the drawing accepted in Traffic Chart. It is not, by itself, a legal permit. Review progress Review progress always lists Submitted, Events department, Traffic expert, then the outcome (Completed, or Approved / Rejected / Changes requested when the round has finished). On event plans the traffic-expert step is often skipped. Events can be the last decision. Events department Events opens Events department actions when the current step is yours and the request is still Submitted. Traffic plans The description is Forward to the traffic expert or send a decision back to the submitter. Usual action: Forward to traffic expert. That is the technical review. You can also Request changes or Reject. Those go back toward the organiser. Add a Message (placeholder Let the submitter know what needs to be updated) when you request changes or reject, then Send update. Saving... while it works. You do not get map Review tools. You cannot place Pin, Arrow, or Rectangle. Write the decision in the form. Read existing map comments in Messages from municipality. Event plans — Events can finish the review On an event plan you are often the decision-maker. The Traffic expert step can stay skipped (Not applicable on the dossier). The form says Make a decision on this event plan. Forward to traffic expert is hidden on that form. Choose Approve, Request changes, or Reject. Confirm Approve with Approve, or confirm the others with Send update. Approve finishes the review. Request changes and Reject unlock the organiser to edit and use Send for review. You still do not get Review tools. If a traffic expert must mark the map, that happens after they own the step — which means you forwarded, or the municipality has no Events person and the traffic expert started the session. When Direct communication is off and a traffic expert already decided, you may need Forward feedback to submitter before the organiser can resend. My tasks / dossiers show Forward feedback until that is done. Traffic experts You review when the current step is Traffic expert and the request is assigned to you. The form heading is Update status, with a Reviewer hint. Decide Under Update status, choose Approve, Request changes, or Reject. Add a Message (placeholder Let the plan owner know what you decided). The submit button repeats the chosen action: Approve, Request changes, or Reject (or Saving...). Approve locks the plan. Request changes asks the owner to edit and resend. Reject closes this request; the owner can still send a new one after edits. If Events is configured, you do not start the first session. You take the plan after Forward to traffic expert, or when no Events person is linked to that municipality. Map comments — traffic expert only When the step is yours, Review tools appear on the map: Pin, Arrow, Rectangle. They appear only when all of this is true: - There is an active request with status Submitted - The current stage is Traffic expert - You are the assigned user on that step Events department accounts never see these tools, even on event plans they decide themselves. Pin comment draft with Save comment 1. Pick a tool. 2. Click or draw on the map. 3. The note heading is Add a note for this plus point, arrow, or area. 4. Type in What needs to change here? 5. Click Save comment (or Cancel). Comment list, Show on map, and Review status strings: Comments and review status. Use Show on map from Messages from municipality to jump back. More actions lets you Edit or Delete your own open comments. Placeholder when editing: Update this comment... Delete asks Delete this comment? This cannot be undone. The organiser can Close a comment after they handle it (Closed on the card). Empty list: No comments for this request. Write a place and an action (“move the stack 10 m east”), not only “fix”. Place comments before you set Changes requested. Current request and history Current review request shows Submitter, Plan title, Start date, End date, optional Description, Events department note, and Traffic expert note. Open dossier opens the written file when you have access. Older rounds sit under History & comments (Hide / Show). Empty: No previous review requests yet. Rows can show Submitted by a name and date, Message from submitter, Events department, Traffic expert, Last updated, or Unknown area. What good looks like - My tasks is empty because you started or forwarded everything assigned to you. - Event plans you start have event objects in your municipality. - Traffic plans leave Events via Forward to traffic expert unless you truly mean to bounce them. - Event plans you decide yourself use Make a decision on this event plan. and never wait on a traffic expert who was not in the flow. - Map comments sit on the problem, with a sentence the organiser can execute — and only the traffic expert placed them. Review dossier and copies

This page is the written file behind a municipal review. Use Review dossier when you need the history, the process strip, or a copy of the plan in your own library. When you need this Use it if you are Events department or a Traffic expert with access to the municipality. You do not need it if you only draw plans. Organisers work in Comments on the map. They do not get Open dossier. A share link is not a dossier. Opening Copy link from Plans does not create this page. Open the dossier From Reviews → Review dashboard: 1. Find the row under My tasks or Municipality dossiers. 2. Click Open dossier. From the plan itself, when you have access and a session exists: 1. Open Comments. 2. Under Current review request, click Open dossier. The page title is Review dossier. The subtitle is the plan name plus a type badge (Traffic plan or Event plan). If the plan has no title, you see Unnamed plan. Review dossier — process, request, history Header actions: - Back to dashboard returns to Reviews. - Open plan opens the map editor. If there is no session yet, the dashboard row shows No dossier yet. There is nothing to open. Summary The first card is Summary. On the right you see the latest request status: Submitted, Changes requested, Approved, or Rejected. If there has never been a request, the badge is No dossier yet. Common on event plans. | | Not approved | Final decision after Changes requested or Rejected. | The current stage is ringed and uses the pin icon. A finished stage shows a check. A blocking outcome shows a warning triangle. A skipped traffic-expert step shows a minus. When the open step is yours, Open map appears under that stage so you can jump back to the editor. Read the strip as ownership: - Events department + Current step — Events holds the plan. Same idea as Current owner: Events department. - Traffic expert + Current step — the traffic expert holds it. Same idea as Current owner: Traffic expert. - After Changes requested or Review closed, the organiser edits the same plan and uses Send for review. Same idea as Current owner: Organizer. - Final decision Approved — the drawing is accepted in the app. On the live plan, Comments also prints Currently with Events department or Currently with Traffic expert while status is Submitted. Copies from More dossier actions The ellipsis on Summary is More dossier actions. It only appears when you are allowed to copy. There are two copy kinds. They never overwrite the organiser’s plan. The original stays where it is, still locked if review is open. While the request is open: Create suggestion copy You must be the person assigned to the current step. 1. Open More dossier actions. 2. Click Create suggestion copy. The button reads Creating copy... while it works. 3. Success toast: Suggestion copy created in Review suggestions. The copy lands in your Personal library, in a folder named Review suggestions. The plan title is the original title with the prefix Review suggestion –. A second copy of the same source becomes Review suggestion – Demo traffic plan (2). The copy is unlocked and owned by you. The organiser’s plan stays locked. Use the copy to sketch a suggested layout. Do not treat it as the official reviewed file. If you are not the current reviewer, the action is missing. The app will refuse a copy from someone else. Event-plan copies need Event plans enabled on your account. If Event plans says Not enabled for Personal., you cannot store an event copy there. See Event plans handbook and Workspace unavailable. After the request is closed: Save copy to my plans When the latest request is Approved, Rejected, or Changes requested, the same menu shows Save copy to my plans. The button reads Saving copy... while it works. Success toast: Copy saved in Reviewed plans. The copy lands in your Personal library, in a folder named Reviewed plans. The title prefix is Reviewed copy –. A second copy of the same source is numbered the same way: Reviewed copy – Demo traffic plan (2). Anyone with closed-dossier access can save this kind of copy, not only the last decision-maker. Events staff who can open the dossier can keep a file even if the traffic expert decided. This is still your copy. It is not a new municipal decision. After a copy exists: Open copy and Copy link When the copy has been created in this browser session, the menu adds: - Open copy — opens the copy in a new tab. - Copy link — copies the copy’s URL. Toast Suggestion link copied, or Could not copy the suggestion link if the clipboard is blocked. If copy creation fails, the toast is Could not create the suggestion copy. Try again, or email customer@traffic-chart.com with the plan URL. Find older copies later under Plans. For traffic plans look in Review suggestions or Reviewed plans. For event plans, open the Event plans tab and the same folder names. Review history The second card is Review history. Subtitle: All review requests and decisions for this traffic plan. (The same card is used for event plans.) If there has never been a request: No review requests yet. Each round shows: - Date and municipality (or Unknown) - Status badge: Submitted, Changes requested, Approved, Rejected - Submitter message when the organiser wrote one in Message (optional) - Actions split into Events department and Traffic expert - Handled by plus the person’s name or email - Action required when that department still owns an open Submitted step - Forwarded to traffic when Events completed a forward - Reviewed when the traffic expert completed without a separate decision label - Pending, In progress, Completed, or Skipped as step status - The department note when one was stored - Comments for that round: author, time, and text, or No comments yet. / No comment text. Use this when someone asks “who decided, and what did they write?” The map Comments panel is the live view. The dossier is the file. Live comments: Comments and review status. What good looks like - You opened Review dossier from Open dossier, not from a public share link. - Process shows one Current step, or a finished Final decision. - Event plans that never needed a traffic expert show Traffic expert as Not applicable. - Suggestion copies sit in Review suggestions with the Review suggestion – prefix. - Closed copies sit in Reviewed plans with the Reviewed copy – prefix. - The organiser’s original plan is still the reviewed file. Municipality review settings

Review settings shows who reviews for each municipality you work with, and whether traffic-expert feedback goes straight to the organiser. When you need this Use it if you are Events department or a traffic expert, and your account is linked to one or more municipalities. You do not pick a new Events person or traffic expert on this page. Those names are already linked. The assigned Events department person can turn Direct communication on or off, then Save. A traffic expert can open the page and read the names, but Save stays disabled for them. If you only draw plans, you do not need this. See Review for organisers. Open the page 1. Click Reviews in the top bar. 2. Open Settings next to Review requests. The heading is Review settings. The subtitle is Manage routing and assignments for each municipality you work with. Municipality review settings — Events department, Traffic expert, Direct communication If you are not linked to any area, you see No municipalities assigned and Once you are assigned to a municipality, its settings will appear here. Email customer@traffic-chart.com to be linked. Do not invent a municipality in the app. Default workflow The Review workflow strip is a picture of the default municipal path. Description: Default flow for municipal reviews. 1. Submitted — Organizer submits a traffic plan. In practice you still Start review session; the organiser does not send the first request. 2. Events department — Events validates and forwards. 3. Traffic expert — Technical review + decision. 4. Decision — Approved, changes, or rejected. That picture is the traffic-plan path. Event plans often stay with Events. On those plans Events sees Make a decision on this event plan. and can Approve, Request changes, or Reject without a traffic expert. The dossier then shows Traffic expert as Not applicable. Map Review tools still never appear for Events. See Review for reviewers. Changes take effect for new review requests. A session that is already Submitted keeps the routing it started with. What each municipality card shows Each card is one municipality. Events department: the person assigned to that step. This line is information, not a dropdown. If nobody is named, you see Unknown. Traffic expert: name and email when someone is linked. If nobody is linked, the field shows Unassigned. If nobody is linked, you see No traffic expert linked and Ask the traffic expert to create a Traffic Chart account and email customer@traffic-chart.com so we can link their account to this municipality. Until that is done, Events cannot Forward to traffic expert. Direct communication — on Direct communication is the switch you can change (when Save is enabled for you). The hint when it is on: Faster turnaround: feedback goes directly between organizer and traffic expert. When the traffic expert approves, events is always notified. The info text adds: Events is notified automatically once the plan is approved. Disable only if events should relay feedback. Leave it on unless Events must see and relay every traffic-expert note. When it is on: - After the traffic expert sets Changes requested or Rejected, the organiser can open Send for review as soon as the plan unlocks. - The organiser’s Comments card uses Update the plan based on the reviewer comments, then submit again. - They do not wait for Forward feedback to submitter. - Approve still notifies Events. Direct communication — off Turn the switch off, then Save, only if Events must read the traffic-expert note and pass it on. When it is off: - After the traffic expert decides, the organiser may see The traffic expert left feedback. The events department will forward it to you. - My tasks and Municipality dossiers can show Forward feedback on that row. - Events must click Forward feedback to submitter on the plan. - Until that click, Send for review fails with Municipality feedback has not been forwarded to you yet. - Approve still notifies Events. This extra hop is easy to miss. Tell Events it is their job, or turn the switch back on for the next request. The current Submitted session keeps the setting it started with. Save 1. Set Direct communication. 2. Click Save (or Saving...). 3. Tell colleagues which path is live. 4. On the next real plan, check My tasks. If Save is disabled, you can view the municipality but not edit it. That is normal when you are the Traffic expert for the area, or when you are not the assigned Events person. What good looks like - Every municipality you review has a named Events department. - A Traffic expert is linked wherever Events must forward traffic plans. - The team agrees whether Direct communication is on. - Event plans are not stuck waiting for a traffic expert who was never in the flow. - Organisers are not stuck waiting for Forward feedback that nobody knows is their job.
