This page is for people who own a traffic plan or event plan and wait on a municipality. It explains who starts a review, what **Comments** shows for you, when the plan locks, and how you send it back after feedback.

## When you need this

Use it when the municipality reviews inside Traffic Chart: statuses, map comments, and a dossier.

You do not need it if they only want a **Copy link** view or an emailed PDF. Follow whatever process they publish. Share links: [Create, organise, and share traffic plans](/hc/test/articles/create-organise-and-share). Event PDFs: [Export an event plan](/hc/test/articles/export-event-plan).

You cannot start the first in-app review. The municipality does.

**Comments** is that review panel. On an event plan it sits in the right-hand strip next to **Objects**, **Areas**, and **Lines & Routes**. It is not a sticky-note pad. There is no separate Texts-style notes tab for review. Every status string and comment tool: [Comments and review status](/hc/test/articles/comments-and-review-status).

## How the first review starts

1. Finish the drawing. **Save**.
2. Give the municipality a way to open the plan (their procedure, or **Copy shareable link**).
3. They click **Start review session**.
4. The plan locks. You see the **Submitted** card below.

Until they start that session, **Comments** may show **Ready to submit?** — **The municipality has not placed comments yet. Submit your plan through the municipality procedure. For participating municipalities, sharing the plan link is often enough, or you can share a PDF export.** Buttons: **Copy shareable link** and **Export plan**. Toast after a copy: **Link copied to clipboard**.

If the municipality is not connected: **Municipality not connected yet** — **Your municipality does not participate in Traffic Chart yet. Submit your plan through the standard procedure on the municipality website.**

The first **Send review request** is not yours to click. If you try anyway, the app can answer: **Initial review requests are currently started by the municipality. Submit your plan through the municipality procedure first.**

## Event plans: objects first

Event review routing uses **placed event objects only**. Areas, lines, and text do not count.

If **Comments** says **Place event objects to start a review**, the body is **Add at least one event object so we can find the right municipality. Event areas, lines, and text do not count for review routing yet.** Click **Place event objects**, put at least one object on the real site, then return.

Without that, the municipality cannot attach the plan to their area.

Traffic plans use the same idea with **Place traffic objects to start a review** / **Place traffic objects**.

## The **Review status** card (what you see)

Open **Comments**. The heading is **Review status**. Use **Refresh** (or **Refreshing**) if the card looks stale.

When a session is live, the card title and body depend on the status. These are the owner strings — the ones you see on your own plan.

### **Submitted**

- Title: **In review by municipality**
- Body: **Your plan is locked while the reviewer looks at it. We will notify you when they respond.**
- Stage line, for example **Currently with Events department** or **Currently with Traffic expert**
- Time line, for example **Submitted 12 Aug 2026, 09:14**

You are waiting. You cannot edit.

A colleague who can open the plan but is not the reviewer sees **In review** — **This plan is being reviewed by the municipality.** That is the viewer card, not yours.

### **Changes requested**

- Title: **Changes requested**
- Body, when feedback has reached you: **Update the plan based on the reviewer comments, then submit again.**
- Body, when **Direct communication** is off and Events has not forwarded yet: **The traffic expert left feedback. The events department will forward it to you.**
- Time line, for example **Updated 12 Aug 2026, 16:02**

If a **Reviewer message** is stored, it appears under **Reviewer message**.

Wait until Events uses **Forward feedback to submitter** if you still see the traffic-expert-forward sentence. Until then you cannot resend. If you try, the app can say **Municipality feedback has not been forwarded to you yet.**

### **Rejected** (shown as **Review closed**)

- Title: **Review closed**
- Body: **The review was closed. The owner can make adjustments before sending a new request.**

You can still update and use **Send for review**. This round is finished. A new request is a new round.

### **Approved**

- Title: **Plan approved**
- Body: **This plan has been approved. Further edits are disabled.**
- Time line, for example **Approved 13 Aug 2026, 11:05**

Header copy can also say **This plan is locked because it has been approved**. Event plans still use **This event plan is locked and cannot be edited.** for drawing tools.

**Approved** plans cannot be resubmitted. The error is **This plan is already approved and cannot be resubmitted.**

In-app **Approved** is not a legal permit by itself. The municipality may still have paper, fees, or conditions outside this app.

### **Review progress**

Under the card, **Review progress** lists:

1. **Submitted**
2. **Events department**
3. **Traffic expert**
4. Outcome: **Completed**, or **Approved**, **Rejected**, or **Changes requested** when the round has finished

On many event plans **Traffic expert** is skipped. Events can finish the review without forwarding.

## While the plan is locked

You should also see:

- **Currently with** **Events department** or **Traffic expert** (on **Submitted**)
- **Current review request** — **Submitter**, **Plan title**, **Start date**, **End date**, optional **Description**, **Events department note**, **Traffic expert note**
- **Messages from municipality** (pins, arrows, rectangles). **Closed** marks a finished comment. **Show on map** jumps to it. After you handle a comment you can **Close** it.

Header save is **Plan is locked while under review**. Drawing tools stay off. You can still read comments.

Do not **Duplicate** to dodge the lock. A copy drops the review history. The municipality asked for this version.

You also cannot **Move** a Personal plan under review into an organization. The plan menu says **Under review — move unavailable**. **Copy** is allowed if you need a separate organization version.

Organisers do not get **Open dossier**. That file is for municipal staff. See [Review dossier and copies](/hc/test/articles/review-dossier-and-copies).

## When they ask for changes

1. Read **Messages from municipality** and any **Reviewer message**.
2. When the plan unlocks, edit. **Save**.
3. Open **Send for review**. Body: **Connect your plan to the right municipality or export if none are available.**
4. **Select the municipality reviewer for this plan.**
5. Choose **Municipality**.
6. Add **Message (optional)** if you need to explain the update (placeholder **Add context for the reviewer**).
7. Click **Send review request** (or **Sending...**). Toast **Review request sent**.

The plan locks again. You are back on **In review by municipality**.

If no reviewer can be linked: **We could not find a reviewer** — **Add a traffic object in the right municipality so we can link a reviewer, or export and share manually.** Button: **Export plan**.

**Rejected** (**Review closed**) uses the same **Send for review** path after you edit.

## What **Approved** means

**Plan approved** means this drawing is accepted in Traffic Chart. **Further edits are disabled.**

That lock is intentional: the reviewed file stays stable. Viewers can still open a share link read-only.

If you must change an approved plan, ask the municipality how they want a new version. Do not assume you can unlock it yourself.

## What good looks like

- You waited for the municipality to **Start review session**.
- Event plans have objects on the site, not only zones and labels.
- After **Changes requested**, you edited the same plan and used **Send for review**.
- You did not move a plan that is still under review.
- You treated **Comments** as review, not as a drawing tab.

## If something blocks you

| Situation | What to try |
|-----------|-------------|
| No **Send for review** on a new plan | Expected. Wait for the municipality. |
| **Place event objects to start a review** | Place at least one event object. |
| Plan will not edit | Wait for unlock, confirm you are the owner or **assigned editor**, then [I can’t open or edit a plan](/hc/test/articles/cannot-edit-plan) |
| **The traffic expert left feedback. The events department will forward it to you.** | Wait. Events still needs **Forward feedback to submitter**. |
| **Municipality feedback has not been forwarded to you yet** | Same as above. |
| **Under review — move unavailable** | Leave it in Personal, or **Copy**. |
